CARB UPDATE

California Air Resources Board (CARB) has been behind the eight ball on their goofed-up emissions inventory for both the off-and on-road diesel rules, and we are very interested to see where and when they plan to address those problems. For those of you who don't recall, AGC paid for a study performed by Sierra Research, Sacramento, which made the case that CARB's emission numbers for off-road equipment were off +375%. SCCA, CIAQC and other groups supported this case with testimony at CARB meetings in January and April. CARB disagreed and said they were ONLY off by 140% to 200%!

SCCA, as a part of the Ad-hoc Committee on the On-Road Rule, has contracted with Sierra to perform similar research on the emissions inventory for the truck and bus rule. Preliminary results show, once again, that CARB has significantly overestimated emissions here as well. These arcane numerical determinations can make enormous differences in how much money you will have to spend to have a machine that meets the air quality standards and when you'll have to spend it.  

We hope the public hearings announced by CARB will result in air quality rules that are both effective and affordable for our members. You are welcome to attend, or, ask questions at any time about this process. We will be at several of these meetings , working with our industry partners and tailoring our message as new details are revealed.

Temperatures are climbing
After heat illness contributed to 13 work-related deaths in 2005, California adopted the Heat Illness Prevention Standard. Cal/OSHA has already begun its inspections to ensure compliance with the standard. The agency has conducted more than 650 inspections and announced an increase in inspections in June.
